CARES is a 4-year programme financed by the European Commission through which Caritas Europa seeks to optimise the participation in the European Social Project of its 49 members present and active in all 28 EU Member States and beyond.
The aim is to reinforce the understanding of the key processes of the Europe 2020 Strategy and their importance for a more inclusive EU, and to bring the reality of the most vulnerable to the European level.
Caritas Europa will seek participation and contributions in the network that provide first hand evidence of the social realities that will underpin Caritas' advocacy and lobby action, including:
- Consultation and cooperation with Caritas members and external stakeholders.
- Monitoring the implementation of the Europe 2020 Strategy as well as the social impact of the crisis.
- Developing proposals for future social welfare systems in Europe.
Caritas Europa addresses poverty issues at all levels and will specifically focus on child and family poverty. Caritas Europa will identify and promote innovative approaches to tackle poverty through analysing and disseminating best practices in social innovation in Caritas’ ongoing projects. One major annual event in the European Parliament will serve as platform to present all the relevant policy work that Caritas Europa has achieved.
Through CARES, Caritas Europa members will developed their sustainability as organisations that can contribute with expertise and can make a difference at national level as a complementary tool to the lobby and advocacy actions stemming from the European level.
In order to support its members, Caritas Europa has planned in CARES the following capacity building strategy based on an on-going learning cycle:
- To design learning paths around organisational development and advocacy.
- To develop a mapping system of Caritas' projects.
- To address institutional (crisis) management.
- To ensure the accompaniment of Caritas Europa's members.
- To organise trainings on accessing EU funding.
- To hold annual fora around a key theme.
The specific objectives of Caritas Europa for 2014-2017 have been designed in CARES in relation to the priorities identified in the EU Programme for Employment and Social Innovation (EaSI) of the European Commission. These objectives have been agreed in the Framework Partnership Agreement signed with DG Employment, Social Affairs and Inclusion following to the quadrennial strategic action plan Caritas Europa submitted in late 2013, which was based on the key priorities agreed with its members.

The CARES operating grant is supported by the European Union Programme for Employment and Social Solidarity - PROGRESS (2007-2013). This programme is implemented by the European Commission. It was established to financially support the implementation of the objectives of the European Union in the employment, social affairs and equal opportunities area, and thereby contribute to the achievement of the Europe 2020 Strategy goals in these fields. The seven-year Programme targets all stakeholders who can help shape the development of appropriate and effective employment and social legislation and policies, across the EU-27, EFTA-EEA and EU candidate and pre-candidate countries.
