Caritas Actions Reinforce the European Social dimension

CARES II is a project run under a 4-year Framework Partnership Agreement (2018-2021) and co-financed by the European Commission’s EaSI programme (PROGRESS axis).

The context
The European Commission co-finances European NGO networks like Caritas Europa to advance on the social agenda. On the one hand, European NGO networks need to be fully aware of the EU’s social policy shaping mechanisms. On the other hand, the European Commission needs to know what is happening on the “ground” in the EU member states. Through our contact with people experiencing poverty, we are best placed to monitor the national situations and the effects of national policies on the most vulnerable in our societies. Caritas Europa then feeds this important information back to the Commission.

In line with the context, Caritas Europa implements different kinds of activities, such as developing policy documents, organising conferences, seminars and other capacity building events in different technical or thematic areas, in order to reach the objectives of the CARES II project. For instance, the reports of the Caritas Cares series, which focus on combating poverty and social exclusion, were published as part of the CARES project (2014-2017), predecessor of CARES II, and will continue to be produced under the new project.

Through CARES II, we contribute to the objectives of the European Commission’s EaSI programme (PROGRESS axis), such as:

  • Develop and disseminate high-quality comparative analytical knowledge.
  • Facilitate effective and inclusive information-sharing, mutual learning and dialogue.
  • Test social and labour market policy innovations.
  • Develop, promote and support the implementation of EU instruments and policies.

The project is financed by the European Commission (DG Employment, Social Affairs and Inclusion) under the European Union Programme for Employment and Social Innovation (2014-2020).

This latter is a financing instrument at EU level to promote a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions, thus contributing to the achievement of the Europe 2020 Strategy.

The 7-year programme targets all stakeholders who can help shape the development of appropriate and effective employment and social legislation and policies, across the EU, EEA, EFTA and EU candidate and pre-candidate countries.

To that effect, EaSI aims at: supporting the development of adequate, accessible and efficient social protection systems and labour markets, and facilitating policy reform, notably by promoting decent work and working conditions, enhancing a prevention culture for health and safety at work, a healthier balance between professional and private life and good governance for social objectives, including convergence, as well as mutual learning and social innovation.
