Caritas Europa, together with other members of the Investing in Children Alliance, contributed to the public consultation by the European Commission on the Roadmap for the Child Guarantee.

Caritas Europa welcomes the European Commission’s intention to launch the Child Guarantee in the form of a Council Recommendation with an implementation and monitoring framework.

In order to ensure that children and families are supported holistically to exit poverty, the Child Guarantee must be embedded in a wider anti-poverty strategy, equally addressing the need to support families’ adequate income. We would welcome measures such as a European Commission proposal to Member States to complement cash income and adequate, coherent and efficient benefits to parents living in poor households. We strongly believe that access to adequate income and to adequate services are the key components of a successful anti-poverty strategy.
