Housing is a fundamental human right and a cornerstone of human dignity; yet, across Europe it is increasingly unaffordable and inaccessible, particularly for people in vulnerable situations.

While housing remains primarily a Member State competence, the EU plays a crucial role to play in supporting and coordinating action. Caritas Europa welcomes the European Affordable Housing Plan as a long-awaited recognition of housing as a fundamental right and a pillar of dignity and social cohesion, addressing both the housing and the broader social crisis that Europe is facing today. However, the Plan should go beyond affordability and also ensure effective access to housing for those who cannot afford it so that people in the most vulnerable situations are not left behind.

This position paper presents Caritas Europa’s assessment of Plan and outlines concrete recommendations to ensure that housing policies across the EU effectively reach those in the most vulnerable situations. It argues that affordability alone is not sufficient: policies must guarantee real and effective access to housing for people who cannot afford it, address market dynamics that restrict access and prevent discrimination and exclusion. A coordinated European response must put people and dignity at its centre, treat housing as a right rather than a financial asset and secure long-term solutions for all.
