Advancing locally led humanitarian action

Caritas Europa’s new report examines how far donors, UN agencies and international NGOs have moved from promises to practice on advancing local leadership in humanitarian action.

We invite you to the online launch of our new report “Advancing Local Leadership in Humanitarian Action: Tracking progress, challenges and opportunities”, which will take place in the context of the Humanitarian Networks and Partnerships Week. During the webinar, we will discuss why local leadership matters beyond cost-effectiveness and operational outcomes, what progress has been made to fulfill global commitments, what gaps persist and how recent funding cuts are impacting the future of locally led humanitarian action.

The event is organised in collaboration with Caritas Internationalis, ACT Alliance and Jesuit Refugee Service.

Despite commitments, local organisations are still rarely in the driving seat of humanitarian response. Our new humanitarian report examines how far donors, UN agencies and international NGOs have moved from promises to practice, building on a first report published in 2023.

The findings show uneven progress since 2023. While some changes are visible, decision-making power, risk-sharing and access to resources remain largely concentrated in international hands. Published amid a deepening funding crisis, the report warns that shrinking budgets are putting local leadership at risk at a time when it should be strengthened.

Drawing on feedback from local organisations, the report calls for structural reforms that will enable them to lead through equitable partnerships, flexible funding and real decision-making authority.
