Together with 30 civil society organisations, Caritas Europa urges the EU and Member States to urgently end its migration cooperation with Libyan authorities, amid escalating violations against refugees, migrants and rescue workers. 

For years, the EU and its Member States have supported the Libyan Coast Guard and authorities in intercepting refugees and migrants at sea and returning them to Libya. This support has enabled the forced return of tens of thousands of people to a country where they face systematic human rights violations, potentially amounting to crimes against humanity. 

The consequences of this impunity extend to the Mediterranean. The Libyan Coast Guard has repeatedly endangered lives at sea and attacked NGO rescue vessels, including three shootings since August 2025 targeting SOS Méditerranée and Sea-Watch, at times using boats donated by Italy with EU funding.  

Despite all of this, the European Commission is moving to deepen its cooperation with Libyan actors, risking further increasing EU complicity in serious human rights violations. Together, we call on the European Commission and EU Member States to:

  • Urgently suspend all cooperation with Libya on migration and border control. 
  • Halt plans to deepen cooperation with the Libyan Arab Armed Forces in eastern Libya. 
  • Ensure that any future cooperation guarantees disembarkation in a place of safety. 
  • Ensure that all funding for migration control is guided by human rights and includes robust due diligence measures. 
  • Press Libyan authorities for independent investigations into the three shootings of NGO rescue ships and ensure accountability for the EU’s role. 

The EUs continued engagement with Libyan actors responsible for such abuses, in the absence of accountability, reflects a worrying pattern that Caritas Europa has long condemned: the erosion of the rule of law at Europes borders and the sidelining of human dignity in the pursuit of migration control. The testimonies gathered by Caritas member organisations and the expertise they have built through years of direct work with people who have survived this journey, confirm what this joint statement documents: behind every agreement there are people paying with their lives.
