Caritas Europa has joined a broad coalition of human rights organisations in calling on the European Union, EU Member States, the Government of Ukraine, international partners and local authorities to ensure that policies on the return of Ukrainians are integrated into a broader recovery and protection strategy.

Such a strategy should enable people affected by the war to rebuild their lives through legal certainty, access to economic opportunities, social services and targeted support.

The joint statement calls for a coordinated, human rights-based approach to the return and reintegration of Ukrainians affected by the war.

It emphasises that return should not be treated as a standalone policy. Instead, return and reintegration should be integrated into broader efforts on recovery, protection, social cohesion, housing, employment and human capital development.

The statement calls on the European Union, EU Member States, the Government of Ukraine, international partners, local authorities, civil society and the private sector to work together to ensure that return and reintegration are safe, dignified and sustainable for everyone involved.
