Caritas Europa joins more than 100 organisations across Europe in calling on EU leaders to safeguard social funding and investment in people and regions in the next EU budget.

In an open letter, the EUFunds4Social Coalition and over 100 organisations across Europe address the EU Heads of State or Government ahead of the European Council on 15–16 October. The letter raises concerns that the proposed 2028–2034 EU budget could weaken social and territorial investment, with funding failing to keep pace with inflation and insufficient guarantees for social inclusion.

We urge EU leaders to protect the European Social Fund and the European Regional Development Fund, raise the social spending target from 14% to at least 25% of National and Regional Partnership Plans, and secure direct EU funding for social innovation. We also call for funding to remain accessible to not-for-profit organisations and for civil society, social partners and people with lived experience to have a meaningful role in shaping and monitoring programmes. We ask EU leaders to deliver a budget that tackles poverty and inequality, supports quality services and strengthens social cohesion across Europe.
